 The Government has taken an "historic" 
 first step towards enshrining the      
 protection of human rights in law.     
                                        
 Ministers made good an election pledge 
 with publication of the Human Rights   
 Bill and a White Paper.                
                                        
 Home Secretary Jack Straw said people  
 who believe their rights have been     
 violated will no longer have to go to  
 the European Court of Human Rights.
