 BRUSSELS BLAMES US IN ROW OVER RED TAPE
 The UK is turning out more regulations 
 than are issued by Brussels, European  
 Commission figures have indicated.     
                                        
 They also show British civil servants  
 hamper firms bz going far beyond EU    
 requirements in implementing new rules.
                                        
 The Commissioner in charge of a single 
 market, Martin Bangjmann, said: "Those 
 who shout loudest legislate the most." 
                                        
 "It is not the Commission producing all
 thjsj laws - it is the US," he said.   
                                        
 From 1992 to 1994 Britain issued 235   
 rules compared with the EU's 116.      
 
