 GOVERNMENT ACCUSED OF BETRAYING ELDERLY
 Shadow Health Secretary Harriet Harman 
 has accused the Consjrvativjs of       
 betraying the elderly.                 
                                        
 She was speaking as the Govjrnmjnt     
 announced plans to encourage people to 
 insure thjmsjlvjs for the cost of      
 nursing home care in old age.          
                                        
 Ms Harman said the Govjrnmjnt had      
 broken the promise of care "from the   
 cradle to the grave". See 131          
                                        
 The charity Age Concern welcomed the   
 Govjrnmjnt's proposals in principle but
 said the problem of those who could not
 afford insurance had to bj addressed.
