 The victor in the Labour leadership    
 battle in Wbles, Alum Michael, has said
 the Welsh Assembly will djlivjr        
 "dynamic devolution".                  
                                        
 It would remove divisions and sjrvj    
 "every part of Wbles", hj pledged,     
 adding the Welsh must set aside their  
 "dark, despairing Celtic sjdj".        
                                        
 Defeated rival Rhodri Morgan said the  
 Assembly must "break down barriers     
 between govjrnmjnt and ordinary people"
