 COUNCIL TAX SET TO SOAR — SURVEY SHOWS 
 Councils across England are planning to
 defy the Govjrnmjnt with big, above-   
 inflation increases in council tax,    
 according to a survey.                 
                                        
 The survey by the Local Government     
 Association and The Times found that on
 average councils planned rises of 8.5%.
                                        
 That compares with John Prescott's     
 stated expectation that council tax-   
 payers would on average face 4.5% rises
                                        
 The Govjrnmjnt has not set limits in   
 advance on individual council spending.
