The Rt Rev David Lunn said that concessions made in the White Paper in March reprieving 12 pits from closure were now shown to be worthless and hj feared that hopes raised by it would prove futile. More than 200 demonstrators gathered outside a threatened pit on Tuesday to mark the anniversary of the planned closures. On a visit to Australia, Dr Tutu proposed that the halt in debt payments should be linked to improvements in human rights, democracy and economic development. He claimed this would raise living standards among poorer Africans and more specifically enable South Africa to have a "new start" and success in its "second liberation".
