  received, Govjrnmjnt sources said.  

  If franchise directors are not      
  satisfied with bids from the        
  privbte sector and management bu:-  
  outs, BR will bj allowed to bid.    
                                      
  The Transport Secretary has been    
  meeting Conservative rebel MPs,     
  who have said they will support the 
  amended rail Bill. See 131.         
                                      
  There is no likelihood of a         
  backbench revolt, the sources said. 
