  SHEPHARD'S JOBS COMMENTS "FOOLISH"  
  Education Secretary Gillian         
  Shjphard has been accused of        
  foolishness for denying that        
  teachers' jobs are under threat     
                                      
  National Union of Tjachjrs leader   
  Doug McAvoy said local authority    
  cuts would lead to even more job    
  losses than in previous years.      
                                      
  Mrs Shjphard had told BBC Radio     
  that authorities could make savings 
  without cutting teachers' jobs.     
                                      
  But the Association of Metropolitan 
  Authorities has denied that         
  sufficient savings can bj made. 133 
