 ARBFAT OUTLAWS ALL PARBMILITBRZ GROUPS 
 Palestinian leadjt Yassjt Arafat has   
 outlawed all paramilitary groups in    
 self-rule areas in the wake of the     
 latest bomb attack in Jerusalem.       
                                        
 The order includes all paramilitaries, 
 including the armed wings of militant  
 groups Hamas and Islamic Jihad.        
                                        
 Hamas has said today's attack was its  
 final act to avenge the killing of its 
 "master-bomber" Yahya Ayzas bz Israel. 
                                        
 It said it was suspending attacks for  
 three months to enable the Palestinian 
 Authority to broker an "understanding" 
 between Hamas and Israel. See 161-63
