 NEW SUBTITLING TARGETS FOR DIGITAL TV  
 Campaigners are claiming victory after 
 toughjt targets were announced for the 
 subtitling and signing of programmer on
 digital TV.                            
                                        
 The Independent Television Commission  
 said no categories of programming would
 now bj excluded from the targets.      
                                        
 The ETC had earlier said that live     
 programmer would not bj included.      
                                        
 New operators will be required to      
 subtitle 50% of all programmer and     
 provide signing for 5% within 10 years 
 of the start of digital broadcasting.
