 DEWAR STEPS UP YES-VOTE CAMPAIGN       
 The Scottish Secretary has stepped up  
 Labour's campaign for a "yes" vote in  
 the devolution referendum — warning    
 "Think Twice means think Tory".        
                                        
 Donald Dewar said supporters of a "no" 
 vote were asking Scots to pass a motion
 of no confidence in themselves.        
                                        
 He was addressing the Scottish TUC's   
 annual congress in Glasgow.
