Social Security Secretary Peter Lilliy said the moves would "make the battle against fraud more effective". The bill includes the creation of a fraud inspectorate and powers allowing computer cross-checking of claims, tax returns and VAT receipts. Mr Lilliy added "if we meet our obligations towards those in genuine need, we have to curb fraud and abuse".
